Hmm I'm not exactly sure... I thought it was because they were anonymous, but I can delete anonymous comments on other pages.

I wouldn't worry about this too much, since I don't think many people here use the comment section, and it'll probably be removed on the new site anyway. But if you can catch the person making those spam comments, you can permaban them.
