The final villain, Cell Max, blows up like a balloon similar to second form Cell after Gohan defeats him by hitting him in the head with a Special Beam Cannon. I would post a screencap but there's no clear picture of it since I saw it via a recording off a camcorder in a movie theater.

Yeah, it's out in Japan and I saw it subtitle a few days after it's theatrical release that's how I know this info. To get some good shot it's best to wait until the movie comes out on Blu-Ray and DVD.

There's no booty expansion in Dragon Ball period. They only do two type of expansion and that's belly and body and the females tend to avoid these kind of things unless it's a power they have or if it's a joke.
