I feel instances like this one are certainly a grey area that needs to be better specified in the general terms and conditions of the wiki.

One could make the argument that, in this case, the character is indeed expanded off-model from his regular proportions. However, on the other hand, there wasn't any outside influence that caused the growth, suggesting that maybe he still is technically "on-model".

I don't mind either way, but I think it would in the site's best interest if we could much more properly draw the line on accepting instances like these.

For me this kind of brief expansion reminds me of how in the Simpsons Treehouse of Horror episode parodying Twilight, Bart's belly briefly swells out for the joke of him not being as buff as he thinks. That's basically the same kind of short "let's highlight the fatness of the character" moment, or at least this is how I perceive it - as Mothman says, the same "off model/on model" problem

A very poetic description that could also be applied to the Simpsons episode described above - and yet this Simpsons sighting is on the Simpsons page. Treehouse of Horror XXI - you can go look up, it's there, and it is basically the very same gag as the one shown in the video of this thread
